Wise in Choose The Appropriate Dredging Contract

This article is a resumed from "Managing Risks : How to Select the Appropriate Dredging Contract" a paper has been prepared by the Central Dredging Association (CEDA) Working Group on Effective Contract Type Selection (WGECS), TERRA ET AQUA

So, I'll make a simple resume for you to more understand how to be wise in choosing the appropriate dredging contract.

There are 6 main steps in choosing a dredging contract :

Step 1. Project Basis (Scope/Owner Requirements)

At this step, first we need to considered type of our dredging. Is that a maintenance dredging, capital dredging, land reclamation, coastal protection or offshore/seabed dredging. 

After we know it, we can prepare the dredging elements like doing preliminary studies which include surveys (multibeam, hydrographic, soil, environmental, UXO - Unexploded Ordnance, underwater installation/infrastructure, archaeological, morphological. Then we can start to prepare design, engineering, permits and financing design.

Then on the third step of project basis we can prepare the execution elements such as contract management requirements; monitoring; inspections; surveys; and research internally.

Step 2. Packaging of Work

In this step we can make WBS (Work Breakdown Structure) for our project. We can see what type of dredging we need, the available capacity or expertise; elements of projects and how we bundle outsourced elements. In some area, due to lack of material, we need to double think about how to manage our equipments and materials. We need to thinking more about the risk which we will face if we outsourced some elements.

Step 3. Risk/Opportunity Analysis

After we understand enough about what we do and what we need, we can start to analyze the risk. Nowadays, some company already used ANN (Artificial Neural Networks) for analyze the risk of their project.

In general, we can do risk and market analysis for our project. Considering technicala, legal, financial, geographical, spatial and safety elements is one of important things we can do. We need to know client knowledge/expertise level and know who is best suited to manage the various types of dredging and other aspects of risks. We can accept or avoid the risk. When we avoid, at that time we invite the insurance for accept our risks. Surely, the decisions will taken based on some deep analysis. At this stage also we need to know when or how to involve contractors.

Step 4. Contract type selection

At this step we need to know well the type of contracts according the risk and analysis we got from step 3. At the bottom table, there's some characteristics, responsibility allocation and boundary conditions for several contracts.

Step 5. Procurement Method
At this step, we start to prepare and evaluate design; awarding on price/quality (value for money). On this stage, the output of a value engineer is important. Because they will choose which method based on the comparison between value and cost. On this procurement method we will decide contract management and tender procedure. A good market analysis, including an estimation of the equilibrium of demand (for services) and supply (of providers), is very useful in procurement.
At this stage, we need to legally required to follow public procurement procedure, private tendering procedure. After following both of that procedure, we will get results : a contract with or without prequalification, competitive dialogue, BAFO/ Best and Final Offer, Negotiation. After that only we reach the next level is Contract Award. In some cases, there's no negotiation so that we can reach Direct Contract Award.

Step 6. Procurement process leading to contract award
After we reached the Contract Award, then the next things to do are:
- Relying on quality management and certificates of the contractor;
- Monitoring systems or mankind control of amounts or constructions;
- Independet inspection to be hired.

Here I attached the flowchart of this 6 steps.

In general, there's 5 key aspects we can consider while we choose the dredging contracts. That 5 keys aspect are:

1. Project Scope

2. Physical/environmental site conditions

3. Risk Allocation/liabilities

4. Owner's control/contractor's flexibility

5. Time&Schedule

6. Price and valuation

TRYING TO BE PRODUCTIVE IN THIS COVID19 TIME

I think everybody knows about COVID19 who changed many things in this world nowadays.
These COVID19 also changes so many peoples goals in their life.
For some, these COVID19 cure them. For anothers, these COVID19 killing them.

Anyhow, these is the life. And show must go on is not make any sense in this COVID situation.
Everything stucks on some levels, and many people lost their jobs, their families, and their life also.

For me, I'm trying to be productive even I am not busy as before.
Many people start WFH a.k.a. Work From Home and try to more productive.
But I saw some funny video always in TikTok every night and some of them doing the weird things.
I guess, that is their ideas to be productive maybe.

I used to see many criminals news spread out due to this COVID19.
Government locked down the city. Some poor and middle income people being more poor and they don't have any choice for strike anothers for get their own food.
Beggars everywhere, pick pockets, thief, killers and many more.

But still, this is the world.
In this time we can see the real human being also.
If we see closely, most of the human is a selfish package of creations.

Okay, now forget about the SELFISH things.

For me, I'm trying being productive in this time by :
1. Re-check all of my work documents
First step I do to being more productive is to re-check again all of my works and some documents in my computer. I'll delete the double documents, checking foldering and many more.

2. Making YouTube Video for My YouTube Channel
I made more videos nowadays for my YouTube Channel YYY Channel. Inside this Channel you can found many things and I assure you will be more get knowledge after SUBSCRIBE it. Lol...

3. Making New Account on Behance.net
I don't know this account will be long last or not. As my blog on blogspot and YouTube, I'm kinda dynamic person who do like to do an creative things in my life. So, I made Behance.net account so that I can post some of my graphic design I ever made. So maybe it will remembering me with what I did in my past.

CANDY PRINCE

Once upon a time, there’s a poor family with their wonderful daughter. This family living in a small hut inside the forest. Their daughter named is Syahlah. Syahlah’s father works in the forest to make a piece of equipment to catch the birds and Syahlah’s mother used to help him for farming and collect some gemstone from the cave. Syahlah grows as a curious girl who does like asking anything to their parents. And her parents are very supportive people in the world. They used to teach Syahlah about anything they know. They teach Syahlah about how to living in the forest, how to hunt, how to get a rubber, how to make a  hut, how to cook, how to get over from the sickness, how to heal herself even there’s nobody surrounding her. They teach Syahlah mostly everything.

Sometimes, Syahlah’s father buys a book for her when he visiting the city. He used to get a second-hand book which is not so popular by people. At that time, most people like to entertain themselves by reading a comic, novel or storybook. They don’t like science book and some history books. They think that the book is difficult to read and a little bit heavy for their brain. They just read a book which makes them enjoy while reading.

Syahlah and father used to go to the second-hand book store and she will stay over there while her father selling the gemstone or some equipment to catch the birds. In Syahlah place, there are so many birds and people like eating birds. They said birds have more protein and taste better. They used to put a bird catcher in their garden or on top of their home and the next day there’s some small birds inside.

People in this city are so addicted in gemstone too. Their favorite is aquamarine gemstone because they believe it can bring them to the prosperous life. Many fortune teller hiding in this city and told a story to some people about some of gemstone. And most people in this city believe in that.

Syahlah grow day by day far from any cheap gossip from the city. She doesn’t have any friends except her parents. She used to be alone every day but she is happy with that. She found herself and feel enjoy do anything by herself. Sometimes she will talk to her mom about anything she found. They used to share their story each other every day and from what her mother see, they decide to send Syahlah to a kingdom.

Two days ago they know a King open an opportunity to everybody for becoming a teacher for palace district. This people will filtered by an exam and whoever choosed to be teacher will be stay in palace and have a duty for teaching everyone in palace. Syahlah’s mother know her daughter love to share her ideas and addicted in knowledge. She believe in palace there’s a huge library and sure Syahlah will be happy every day surrounding the books. She is a dreamer and she needs more knowledge to built her dream big and bigger.

After all, Syahlah joins that exam and as we guess, she is in. She becomes a teacher in palace and stay in palace area. She stays close to library and a big room for practicing the knowledge. We called it as laboratory now.

Day by day Syahlah become a very good teacher in the palace. She already read all of the books in the library and the end of the time, she asked to the king, if there’s any other books remaining in the palace.

“Your Majesty, I have read all the books inside palace’s library. I just curious if there’s any other books in this palace. As I know this kingdom is very big and I believe we have another knowledge we should know and I should teach to our people”

The King saw the sky a little time, see his Queen who is busy with her own thinking about the flowers she has and then he said,

“Our ancestor have a library deep under one of this palace building. If you know where is that building, you can go there and read whatever you want”

Syahlah thinking hard about that statement. She think how can the King doesn’t easily let her go there. Why she should found another people’s ancestor legacy hint. But because of she is a curious girl, she tried to find it and finally she found it was under the Queen’s glass house building. After she told that to the King, King looks like so confuse.

In another side he know that the Queen will be so angry if she know people will demolished her garden to find the old library room. But in another side, King want his son, which is Prince Siru become a great King in future which is will affected by the lessons he get from his teacher. As a wise King, then they decide to demolished Queen garden for knowledge’s sacrifice.

In this Kingdom, the most wise person is King. Nobody can replace him as a wise-man. But unlucky his Queen is not so wise like him. His Queen only think about gold, flower, wonderful dress, or another artificial things. And how about their son, Prince Siru? These Price is a combination between 2 people. In other side, Prince Siru is a kind boy. But in another side he is an unstable person. He likes candy too much even candy is not good for his health. But in other side, he used to following whatever his father told to him. Even sometimes he forgot it after found his happiness.

After 1 week demolished Queen’s garden, King replaced it with a new beautiful garden full of beautiful flower and a big water pond. People can see the flower from inside the small boat from the water. King made a very beautiful garden with the help from Syahlah as designer of the garden.

One month after, Syahlah already finished with her garden project and return to her old library. She is so happy to find a huge library with old sculptures inside the King’s ancestor room. She found so many new point of view of the world. And one thing which attract her attention is a space and time book. That is a huge book with so many practicing about space and time research. And in the middle of the book, Syahlah found that they can become an unbreakable kingdom if they can see the future.

The next day, Syahlah come back to King palace and told about her discovery. She told everything to the King and King told her to make the equipment for empower his kingdom soon. Syahlah invite her parents and some of teachers to help her to finish that equipment. She need her parents to share her point of view every day and giving her inspiration. She knows that her mother is a good listener for her and her father is a good support system for her mother. So she needs both of them.

Day by day, month by month until year by years, finally they can finish that project. And for launching they send a maid to the future and he returns back as he is inside that tools. He told everything what he saw in future and he is recommend that tools work so easily and make him see another point of view of the world.

At that time, Prince already being 18 years old. He is mature enough to go for seeing another new world. Actually Syahlah also want to go there, but she should stay in the Kingdom for making sure the maintenance of the tools if something bad happen. So she only can send people and taking back that person as long as they keep another equipment with themselves in future.

So at that day, Prince Siru go to the future world. King and Queen is very sad and remind him to come back safely. They said to Prince to come back whatever happen because this Kingdom need him to grow. They gave the Prince a lot of gold for his expenses in the future world. But they forget to giving him enough knowledge and they just insist Syahlah to send their children even Syahlah already warning them to postpone the process. Syahlah just want to making sure that Prince Siru’s addiction in candy already gone because she doesn’t know what’s in the future. But from the story of the maid before, he told in future life, everything is very easy for him. He doesn’t need do many things as now.

And, the end, they send Prince Siru to the future world. They send this Prince in a huge Kingdom as a part of Kingdom itself. Once Prince Siru reach there, he is very happy because of the modern room he got over there. But unlucky, there’s so many choices of candy, sweet cotton, chocolate and ice cream surrounding him and it makes him deny himself to go back. He throw another space and time tools with him. Then Syahlah, King and Queen can not trace back Prince Siru. Prince Siru is gone for an artificial things which is they can make soon in their real kingdom. He is okay lose his family, his own kingdom and everything just for a ton of candy. Until today, people remember this Prince as Candy Prince.

FREEDOM IN YOUR MIND

Hi all readers of my blog.
Welcome for you, who is the first time visiting this blog.

I'd like to inform you about what I feel nowadays about 'feeling freedom'
Some people told that freedom is free to do what you want to do.
Some people told that freedom is enjoying things you like even it's wrong.
Day by day I understand that freedom is not only freedom in acts.
Freedom is inside our mind.
Even the peoples are in prisons also can feel free.
We just need some of hobbies and time to make ourself feel free in this world.
Like me, I do like writing and talking.
Maybe I can consider it as my hobby and it makes me feel joyful everyday.

Every morning before going to work I used to talk to my mom around 1 hour or 1/2 hour.
We talked many things.
After work, on the way to home I again called her and again talk long time.
Usually after work I'm not going anywhere.
Sometimes I go out for dinner but mostly I'll order from GO-JEK and eat at home.
If I'm not call my mom I used to write whatever I feel inside a diary.
Anger, sad, happy, all I wrote on that diary.
Sometimes I angry to people but can't talk to them about what I feel, I wrote on that one.

Maybe that diary is a rubbish can, a treasure box and a bucket of memories.
But whatever I feel I starting wrote on that.
Sometimes I listening some music or some instruments.
Sometimes I made video on my Youtube Channel : YYY Channel
Sometimes I cooking
Sometimes I just lay on bed and watch movie from my computer
And I feel free for that even physically I just at home.

For some peoples free is going out with friends
Do what societies think it's wrong
Do whatever our norm deny
But for me freedom is enjoy my time just for myself

Some people doesn't understand that everyone need their own time every day
Our life is not just for serve another people
In 24 hours, at least we need time 30 minutes to 1 hour just for do the things we loved, without interferring so much from another people
As long as we posted the good things and give a good impact for society, it's a good things
And that is we need in our life
Some times for ourself
The free mind without another people interfering
And understanding of the situation

This is heard easy but so difficult on practical
Sometimes we only think about ourself (if we are on couple relionship)
Sometimes we only think about our sacrifice without thinking what others people already done for us

Our ego closed it out and ruin everything
If we can be more wise to see from another people view, we will understand better
And we will always free in our life

BIAYA HIDUP DI KOTA BATAM

Hi untuk para pembaca blog-ku yang tercintah...
Pada postingan ini aku akan membahas tentang Biaya Hidup di Batam (versi standar).
Adapun versi standar di sini adalah biaya hidup yang dikemukakan pada blog ini lebih mengikuti tren gaya hidup orang kebanyakan. Bukan gaya hidup orang yang kaya, sok kaya atau pura-pura kaya. Bukan juga gaya hidup orang OKB (Orang Kaya Baru) yang kerjanya setiap hari cuci mata ke mall, makan di luar (a.k.a. nggak pernah masak di rumah) dan nggak mau dikatakan miskin hanya karena nggak nenteng belanjaan ketika jalan-jalan di mall. Iyyuuuuh... Semoga kita dijauhkan dari orang-orang seperti itu.

Oke.
Kita mulai aja,

1. Biaya tempat tinggal di Batam (Rp 1.000.000/rumah). Jadi kalau misalnya kalian tinggal sendiri, kalian bisa sewa rumah ini dengan teman-teman kalian. Biasanya 1 rumah akan nyaman diisi oleh 4 orang bujangan karena biasanya rumah ini punya 2 kamar. Pada umumnya biaya rumah berbeda di tiap area. Adapun harga 1 juta ini lebih untuk rumah yang terletak agak di pinggir kota. Kalau yang terletak di dalam kota, harga sewa rumah bisa berkisar 1,5-3 juta. Tergantung perumahan dan lokasinya. Kalau kalian tinggal sendiri sebaiknya kalian cukup nge-kost saja dengan biaya Rp 500 rb - 1 juta (ini juga tergantung fasilitas kost yang ada).

2. Biaya makan. Di Batam, harga makanan dapat dikatakan cukup mahal di bandingkan dengan Jakarta. Kalau di Jakarta dengan uang Rp 16.000 kalian sudah mendapatkan ayam penyet + nasi + sayuran, di Batam kalian harus merogoh kocek hingga Rp 25.000,- Malah di sini harga nasi padang yang agak murah yakni Rp 15.000 - Rp 18.000 (tergantung lokasi). Biasanya di wilayah Batam Center dan Nagoya, harga makanan lebih mahal di bandingkan wilayah Batu Aji, Tanjung Uncang, Nongsa, dan wilayah pinggir lainnya.

3. Biaya rekreasi. Untuk biaya rekreasi umumnya tergantung dengan hobi kalian. Jika kalian ingin rekreasi yang murah meriah, kalian cukup pergi jalan-jalan di taman kota atau cafe-cafe yang menjual makanan dengan harga agak murah dengan pemandangan yang bagus. Biaya ke pantai juga cukup murah pada umumnya, berkisar Rp 10.000/orang. Namun jika kalian pergi ke pantai yang ada di resort-resort mewah di Batam, kalian pasti akan di charge dengan biaya masuk yang cukup mahal. Ada baiknya ketika kalian kesana, kalian acting cek lokasi saja (hehehehe).

4. Biaya nonton. Kalau biaya nonton di Batam dan Jakarta umumnya sama. Agak mahal sedikit yakni Rp 45.000/tiket di weekend.

5. Biaya transportasi. Di Batam, angkutan umumnya cukup sulit karena hanya ada angkot, ojek, taksi, bus kota yang jadwalnya kurang banyak dan tidak terlalu on time. Jadi jalan terbaik kalian tinggal disini adalah memiliki kendaraan sendiri. Tapi hati-hati bagi yang membawa motor karena di Batam sangat rawan pencurian motor, tetapi sangat tidak rawan pencurian mobil. Hal ini karena mobil pada umumnya sulit di bawa keluar pulau.

6. Biaya nongki-nongki cantik. Untuk biaya ini pada umumnya masyarakat Batam tidak terlalu addict dengan nongki-nongki cantik di cafe-cafe mahal yang harga kopinya bisa hampir mencapai ratusan ribu. Warga Batam biasanya lebih suka nongkrong di cafe khas Batam dan sudah terkenal kenikmatan kopi dan teh tariknya yakni M****** Bakery. Biasanya warga Batam lebih memilih ngopi di kedai yang satu ini. Untuk cafe-cafe yang mahal dan Instagramable biasanya agak jarang dikunjungi oleh warga Batam kecuali jika mereka ingin eksis di Instagram dan terlihat gahoel di mata followers-nya. Aku pribadi lebih suka ke kedai kopi yang tadi, karena rasa minumannya lebih oke dan kue-kuenya juga enak.

7. Biaya internet. Biaya pemasangan internet di kota Batam adalah sekitar Rp 350.000 per bulan (yang mana biaya ini sudah termasuk biaya TV kabel dan sambungan telepon).

8. Biaya belanja ke pasar. Jika kalian masak di rumah, kalian dapat menghemat pengeluaran hingga berkali-kali lipat karena jika kalian 2 orang, kalian dapat berbelanja ke pasar dan menghabiskan Rp200.000 - 300.000 untuk semua keperluan dapur selama seminggu. Jika uang ini kalian belikan makanan di luar, kalian hanya akan dapat makan sebanyak 4 atau 6 kali saja.

Jadi, jika seandainya kalian memiliki gaji Rp 3.500.000,- untuk sebuah keluarga kecil kalian mungkin bisa hidup di Batam, hanya saja perlu sangat hemat.
Normalnya untuk hidup santai di Batam kalian membutuhkan biaya Rp 10.000.000,- (ini tanpa hutang kredit ya).

Make up your perspective in life then you can be anything and can be tremendous happy in your journey. You just imagine this world is a happy place with unique system. Everybody in this world are mostly like a system. Each people being negative and positive just to make this world being neutral.

So, why are you worry?
Just enjoy your life in this tiny world.

DIFFERENCE BETWEEN PROJECT AND ROUTINE WORK

Project and routine work has a different. In a project, all stakeholders and resources will work to achieve a goal in certain time limits with a certain resource. Project is unique because the problem in Project A will not the same as the problem in Project B. That’s why in projects, we know about the lesson learned and benchmarking. In routine, the sample of these activities mostly like manufacturing industries. We already have work instructions and procedure which is already proved by the researcher or the expert. As long as we follow the work instruction and procedure, the damage/repair and rejected parts can be eliminated.

There are 3 major different stages for Project Life Cycle :

First is Initiating. In this phase, we will do preparation for all of the things in projects include legal documents, contract and scope and decision for the aim of projects.

Second is Do The Project : Planning, Controlling, Executing.

After initiating, we will start to do planning include Detailed Engineering Design, material preparation, work methods, and resources preparation. After planning, we will do control for all of the steps we took, control the quality, quantity, work method to assure the things up to the client's expectation. Planning, controlling and executing can come in a loop if in between there are any additional works from clients or addendum for the contracts.

Third is Closing.

After the project finish, closing all of the quality documents, and any other documents are one of important things in projects. In this stage, the contractor will start to turn over the key to the owner and the maintenance day calculation started from that time. In this phase, all of the stakeholders will state the results of the contractor’s work. Is it meet up with their expectations or no.

To become a project manager, a person needs to possess some skills like  have to have a good personality as well in technical competences, contextual competences and behavioural competencies have knowledge in communication skills, organizational skills, budgeting skills, problem-solving, negotiation and influencing, leadership, team building, and Human Resources. All of this knowledge and practices of these skills will give a big impact on projects.

DEVELOPING A RISK MANAGEMENT FRAMEWORK

1.      We can see risk as a hole on the street. And risk management is a real second chance to avoid falling to that hole. In business, risk can lead us to the biggest failure and bankruptcy. So with a risk management whole of the team will optimize the design, implement, monitor, review and continue the whole of the project process or production process based on risk approach. We can avoid the risk and minimize the impact of the risk in our assets.

2.      Risk management process should be linked to the business process because all of the damage and failure from the output will give an impact on the business process. As we know that Risk Management Frameworks contains circle from Develop, Implement, Review and Enhance this is will have the step as :

a.     Approaching the project based on context and its culture;

b.     Identify the risk

c.      Doing risk assessment

d.     Choose the risk treatment

All of those steps will need management agreement, assets from the company, support from all of the company level and will give impacts to the whole of people’s inside the business process.

Risk management also has a huge relation with business planning because of this the process needs delivery on time and some strategies to reach the project target. So, risk management takes a big responsibility to maintain all of the process going well.

3.     If you ask what is the key questions need to be answered in developing risk management framework, first of the question is “how advanced should the risk management framework be?”. This question made for checking the aim of the company and the goals of the business process in a project or manufacture industry. We know that high risk, high return. The same case will happen in business, the complex risk management framework which covers all of the parties, needs a huge amount of resources and decrease the risk more. So we need to check the requirement or interests and needs of the owner. Second question, “how effective are current risk management practices?”. From this question, we will know how deep the team applied the risk management framework in their work. This question will help us to analyze the weak of the risk management practices in a company. After we found the lack and weakness of risk management practices, then we can ask “what is the most effective and efficient way for closing that gap?”. Surely, this question should be replied by us as risk management expertise. We can reply to this question by seeing the process, documentation and fast respond of the team to handle an issue.

4.     Documentation is an important part of risk management. Documentation in risk management can be used for :

a.     Demonstrating to stakeholders about the process

b.     Providing evidence of a systematic approach to risk identification and analysis

c.      Enabling decisions or processes to be reviewed

d.     Providing a record of risks and developing the organization’s knowledge database

e.     Providing decision-makers with a risk management plan for approval and subsequent implementation

f.      Providing an accountability mechanism and tool

g.     Facilitating on-going monitoring, review and continuous improvement

h.     Providing an audit trail

i.       Sharing and communicating information

5.     Key components of risk management strategy and policy document are:

Risk management expert should do checking what’s the plan from stakeholders including purposes/objectives, responsibilities each stakeholder, government arrangements and existing procedures. After checking the plan, we need to know the scope of the risk management, arrange the strategy, resources, procedures, and connect it with timing activities and roadmap for enhancement of risk management practices. The output of the risk management plan is detailed roles and responsibilities; detailed description of process steps; risk rating scales; risk reporting templates; and risk management activities.

7.     In risk management, all stakeholders need to take responsibility for applied the risk management program. Board provides direction and oversight of risk management across the organization. CEO and secretary have several responsibilities for review and update strategic risk profile, monitoring, ensure the process follows the lower-level risk, and develop a strong risk management culture. Audit/Risk Committee needs to check the process risk management going well and checking the documents. Executive and management have responsibility for establishing policies and reviewing the effectiveness of the organization’s approach to risk management including the status of major business risks. For Chief Risk Officer/Risk Manager need to check the process is going well and based on a procedure that follows the lower-level risk. Chief Risk Officer also needs to develop, enhance and implement the risk management policies, procedures, and systems. Risk owners need to designing, implementing and monitoring risk treatments. The last stakeholders are staff and contractors. Staff and contractors need to identifying risks and reporting these to the relevant risk owners and they should also manage the risks.
