For example, the Quality Plan in Indonesia and Quality Plan in America or Africa will not be the same. But, basically, the approach of the Quality Plan will develop based on the company business approach.

These proverbs are true and I ever saw this thing happen in the project. Several projects don't have good management and it's almost failing just because they don't have rigid guidance about their activity. Before you run a project, it will be wise if you take more time about 3 things first Cost, Time, and Quality. In PQP or Project Quality Plan you will understand the flow of quality of the project and values of projects. It means you will know how to reach that objective of the company and in PQP you can get guidance how to deliver your product to meet the customer satisfaction.
For example inside the Project Quality Plan, you can find the Material Quality Plan and Work Quality Plan of a project. Based on these Quality plans you can prepare everything well based on the Project Specification.
